A good referee must have a sound knowledge of all judo
throws and combinations of throws, and be able to evaluate them quickly and under all
circumstances. It requires years of study, and experience both as competitor and as
referee. |

While Chairman of the IJF Refereeing Subcomittee and Technical
Director of the Pan-American Judo Union, Mr. Osako was a leading authority
on international refereeing. While a few disagreed with his interpretation of the rules,
there was no one who questioned his technical knowledge of refereeing.
